You build a campaign once and Meta distributes it across all four, deciding where each impression is cheapest.<\/p>\n<p>People still say &#8220;Facebook ads&#8221; and &#8220;Instagram ads&#8221; as though they are separate products. They are not, and have not been for years. They are the same auction, the same targeting, the same reporting \u2014 one platform, four places to show up.<\/p>\n<h2>Who you can actually reach in New Zealand<\/h2>\n<p>The numbers matter because they set the ceiling on what Meta can do for you.<\/p>\n<p>According to <a href=\"https:\/\/datareportal.com\/reports\/digital-2026-new-zealand\" target=\"_blank\" rel=\"nofollow noopener\">DataReportal&#8217;s Digital 2026: New Zealand<\/a> report, using late-2025 data:<\/p>\n<ul>\n<li><strong>Facebook<\/strong> reaches 3.45 million New Zealanders \u2014 65.6% of the total population, or <strong>83.8% of adults aged 18 and over<\/strong>.<\/li>\n<li><strong>Instagram<\/strong> reaches 2.65 million \u2014 50.4% of the population, or 63.2% of adults. It grew by 250,000 users (<strong>+10.4%<\/strong>) between October 2024 and October 2025.<\/li>\n<li><strong>Messenger<\/strong> reaches 2.85 million, 69.3% of adults \u2014 but it <em>shrank<\/em> 3.4% over the same year.<\/li>\n<li>New Zealand has 4.24 million active social media identities in total, 80.6% of the population, growing just 2.4% year on year.<\/li>\n<\/ul>\n<p>Read those last two together and you get the real story. <strong>This is a mature market.<\/strong> Almost everyone who is going to be on social media already is. You are not riding a wave of new users \u2014 you are competing for attention among people who are already there. That makes how you advertise matter far more than whether you advertise.<\/p>\n<p>One caveat worth stating plainly: these are <em>advertising reach<\/em> figures, not unique humans. People hold duplicate and inactive accounts. Treat them as the scale of the opportunity, not a headcount.<\/p>\n<p>The wider market backs this up. New Zealand&#8217;s digital advertising market grew 12% year on year to <strong>$2.967 billion<\/strong> in 2025, and video was the standout \u2014 up 27% to $653.8 million, now 22% of all digital ad revenue, per the <a href=\"https:\/\/www.iab.org.nz\/news-resources\/q4-cy-2025-iab-new-zealand-digital-advertising-revenue-report\" target=\"_blank\" rel=\"nofollow noopener\">IAB New Zealand Q4\/CY 2025 Digital Advertising Revenue Report<\/a>. If you are not making video, you are opting out of the fastest-growing format in the country.<\/p>\n<h2>How a Meta campaign is built<\/h2>\n<p>Three levels, and confusing them is where most self-managed accounts go wrong:<\/p>\n<ol>\n<li><strong>Campaign<\/strong> \u2014 where you set the objective. What outcome do you want?<\/li>\n<li><strong>Ad set<\/strong> \u2014 where you set budget, audience, placements and schedule. This is where the money is controlled.<\/li>\n<li><strong>Ad<\/strong> \u2014 the creative itself. The image or video, the headline, the text, the link.<\/li>\n<\/ol>\n<p>Budget lives at the ad set level. Split one budget across eight ad sets and you have given Meta&#8217;s algorithm eight small, slow-learning pools instead of one that gets smart quickly. Get it wrong and everything downstream is wasted \u2014 Meta will deliver exactly what you asked for, even if it is not what you wanted.<\/p>\n<ul>\n<li><strong>Awareness<\/strong> \u2014 maximum reach, cheapest impressions. For launches and brand building. Do not judge it on leads.<\/li>\n<li><strong>Traffic<\/strong> \u2014 clicks to your site. Useful sparingly. Meta will find people who click and never buy.<\/li>\n<li><strong>Engagement<\/strong> \u2014 likes, comments, messages, video views.<\/li>\n<li><strong>Leads<\/strong> \u2014 form fills, on-site or via Meta&#8217;s Instant Forms.<\/li>\n<li><strong>App promotion<\/strong> \u2014 installs and in-app actions.<\/li>\n<li><strong>Sales<\/strong> \u2014 purchases, tracked by the Meta Pixel or Conversions API.<\/li>\n<\/ul>\n<p>If you want enquiries or sales, choose Leads or Sales. Choosing Traffic because it produces bigger, nicer-looking numbers is the single most common and most expensive mistake in self-managed accounts.<\/p>\n<h2>What changed in 2025 \u2014 and why your old campaigns stopped working<\/h2>\n<p>This is the part most businesses have not caught up with.<\/p>\n<p>On <strong>31 March 2025<\/strong>, Meta removed detailed targeting <em>exclusions<\/em> from active campaigns. You can no longer exclude an interest or behaviour. On <strong>10 June 2025<\/strong> the same change hit boosted posts. Then from <strong>23 June 2025<\/strong>, Meta began consolidating narrow interest categories into broader groups \u2014 highly specific interests were folded into wider buckets (<a href=\"https:\/\/www.socialmediatoday.com\/news\/meta-removes-detailed-targeting-exclusions-from-ad-campaigns\/723389\/\" target=\"_blank\" rel=\"nofollow noopener\">Social Media Today<\/a>).<\/p>\n<p>Meta&#8217;s justification is its own internal testing, which it says showed a <strong>22.6% lower median cost per conversion<\/strong> when advertisers did not use exclusions. That is Meta&#8217;s figure about Meta&#8217;s product \u2014 a reason to test the new approach, not proof it will work for you.<\/p>\n<p>What you can still do: <strong>Custom Audience exclusions still work.<\/strong> You can exclude existing customers, past purchasers, or current leads. That is the exclusion that matters commercially, and it survived.<\/p>\n<p>The practical upshot: if your account was built on tightly layered interest stacks with exclusions, it is running on rules that no longer exist. It needs rebuilding, not tweaking.<\/p>\n<h2>The four audience types that remain<\/h2>\n<ul>\n<li><strong>Advantage+ Audience<\/strong> \u2014 now the default. You supply a suggestion; Meta&#8217;s AI treats it as a starting hint and looks beyond it. Works best with steady conversion volume to learn from.<\/li>\n<li><strong>Custom Audiences<\/strong> \u2014 your own data: customer lists, site visitors, video viewers, people who engaged with your page. The warmest and most reliable targeting you have, and the one most under-used by small accounts.<\/li>\n<li><strong>Lookalike Audiences<\/strong> \u2014 Meta finds people resembling a Custom Audience. A 1% Lookalike built from actual buyers remains one of the most efficient prospecting tools in the system.<\/li>\n<li><strong>Broad targeting<\/strong> \u2014 age, gender, location only, letting the algorithm find the rest. Viable now in a way it was not three years ago, provided your tracking is solid and your creative is strong.<\/li>\n<\/ul>\n<p>Notice the pattern: three of the four get better the more first-party data you feed them. Your customer list is now a targeting asset. If it is sitting in a spreadsheet nobody has uploaded, that is free performance you are leaving on the table.<\/p>\n<h2>Ad formats that earn their place<\/h2>\n<ul>\n<li><strong>Reels and short video<\/strong> \u2014 where attention and inventory growth are. Shoot vertical, hook in the first two seconds, and assume no sound until you have earned it.<\/li>\n<li><strong>Single image or video in Feed<\/strong> \u2014 the dependable workhorse. Easiest to produce, easiest to test.<\/li>\n<li><strong>Carousel<\/strong> \u2014 several cards in one ad. Strong for product ranges, multi-step explanations, or before-and-after.<\/li>\n<li><strong>Lead ads (Instant Forms)<\/strong> \u2014 the form opens inside Facebook or Instagram, so nobody has to load your site. Lead volume climbs; lead quality can fall. Add a qualifying question and the trade evens out.<\/li>\n<\/ul>\n<h2>Advantage+ and AI: the honest read<\/h2>\n<p>Advantage+ is Meta&#8217;s suite of AI-managed campaign tools \u2014 it decides budget allocation, placements, audience expansion and creative combinations for you.<\/p>\n<p>Meta&#8217;s own published claim is a <strong>22% average lift in return on ad spend<\/strong> versus manually managed campaigns. Third-party analyses put it around 4.52x ROAS against 3.70x for manual setups \u2014 consistent with Meta&#8217;s number.<\/p>\n<p>Two things to hold in mind before you read that as a guarantee.<\/p>\n<p><strong>First, it is a vendor claim about a vendor product.<\/strong> Meta has an obvious commercial interest in advertisers handing more control to its automation. Treat it as a reason to test, not a promise.<\/p>\n<p><strong>Second, an average conceals the spread.<\/strong> A 22% mean lift means some accounts gained far more and some went backwards. Advantage+ performs best with consistent conversion volume, clean tracking and a real creative library. A business sending it three conversions a week has not given the model enough to learn from.<\/p>\n<p>There is also a subtler trap: strong platform ROAS can mask weak <em>new customer<\/em> acquisition, because the system finds your existing customers \u2014 they convert most readily. If Advantage+ reports a brilliant return while overall revenue sits flat, that is what is happening.<\/p>\n<h2>What Meta Ads costs in New Zealand<\/h2>\n<p>Meta charges by auction, usually per thousand impressions. What you pay depends on who you are targeting, how competitive your sector is, the time of year, and \u2014 more than anything else \u2014 how good your creative is.<\/p>\n<p>For a directional benchmark, <a href=\"https:\/\/www.superads.ai\/facebook-ads-costs\/cpm-cost-per-mille\/new-zealand\" target=\"_blank\" rel=\"nofollow noopener\">Superads<\/a>, analysing over $3 billion in ad spend, put New Zealand&#8217;s median CPM at roughly <strong>$21<\/strong> across July 2025 to June 2026 \u2014 though it moved a great deal inside that window, from about $29.80 in July 2025 down to around $16.70 by June 2026. (The dataset does not state its currency denomination, so treat it as a trend indicator rather than a precise quote.)<\/p>\n<p>On click-through rate, New Zealand holds up well: a median <strong>2.13%<\/strong> against a global median of <strong>2.02%<\/strong> over the same period, per <a href=\"https:\/\/www.superads.ai\/facebook-ads-costs\/ctr-click-through-rate\/new-zealand\" target=\"_blank\" rel=\"nofollow noopener\">Superads<\/a>. Kiwi audiences engage slightly above the global baseline.<\/p>\n<p>More useful than any benchmark is the structural reality: <strong>Meta needs volume to learn.<\/strong> An ad set given $10 a day will take weeks to gather enough signal to optimise, by which point your test is stale. Realistically, a New Zealand business wanting reliable lead flow should plan on a minimum of $1,500 to $2,000 a month in ad spend, plus management. Below that you can still advertise \u2014 you just cannot expect the algorithm to work properly on your behalf.<\/p>\n<p>And be clear about the two costs. Ad spend goes to Meta. Management is what it costs to have someone build, test and maintain the account. A cheap manager on a large budget is a false economy; the waste dwarfs the fee.<\/p>\n<h2>How to tell whether it is actually working<\/h2>\n<p>Ignore likes. Ignore reach. Four numbers tell you the truth:<\/p>\n<p><strong>Cost per lead or cost per purchase.<\/strong> The headline figure. Only meaningful against what a customer is worth to you.<\/p>\n<p><strong>Return on ad spend (ROAS).<\/strong> Revenue divided by ad spend. A 2x ROAS is thin at a 30% margin and healthy at 70% \u2014 which is why a &#8220;good ROAS&#8221; is meaningless without your own margin in the calculation.<\/p>\n<p><strong>Frequency.<\/strong> How many times the average person has seen your ad. Past 3 to 4 in a short window, you are irritating people and paying for the privilege. Rising frequency with falling results means your creative is spent.<\/p>\n<p><strong>Creative-level performance.<\/strong> Almost always a handful of ads carry the account. If you cannot see which ones, you cannot make more of what works.<\/p>\n<p>Then do the arithmetic that actually matters. If a customer is worth $2,000 over their lifetime, you pay $40 per lead, and you close one in ten, your cost to acquire a customer is $400 \u2014 a 5x return. Killing a campaign after four days tells you nothing.<\/li>\n<li><strong>Sending traffic to a weak page.<\/strong> The best campaign in the country cannot rescue a slow, unconvincing landing page.<\/li>\n<\/ul>\n<h2>Meta Ads or Google Ads?<\/h2>\n<p>They do different jobs, and the honest answer for most businesses is eventually both.<\/p>\n<p><strong>Google Ads captures existing demand.<\/strong> Someone searches &#8220;emergency electrician Auckland&#8221; \u2014 they have the problem now and are looking for a solution. High intent, higher cost per click, shorter path to sale.<\/p>\n<p><strong>Meta Ads creates demand.<\/strong> Nobody opens Instagram intending to buy. You interrupt them with something good enough to change their mind. Lower intent, cheaper reach, longer path \u2014 and far better for products people did not know existed.<\/p>\n<p>If you sell something people actively search for, start with Google. If you sell something visual, impulse-driven, or genuinely new, start with Meta.
